Google Ads Conversion Tracking for Calls, WhatsApp and Forms

Google Ads conversion tracking tells Google which clicks became enquiries. Local businesses should track calls from ads, website calls, phone-link taps, WhatsApp clicks and forms separately.

Key takeaways

  • Create one conversion action per contact route: calls from ads, calls from the website, phone-link taps, WhatsApp clicks and form submissions.
  • Make only real enquiries primary, so Smart Bidding learns from them; keep page views, clicks you also measure as calls, and GA4 duplicates as secondary.
  • Count “One” conversion per ad click for leads; Google’s default is “Every” for website actions, so change it for WhatsApp and form actions.
  • Test every action with Tag Assistant from the Google Ads Summary page and wait until its status shows it is recording before you trust the numbers.

What is Google Ads conversion tracking and how does it work?

Google Ads conversion tracking records a valuable action, such as a call, a WhatsApp click or a form submission, after someone interacts with your ad. Each one is a “conversion action”, reported against the campaign, ad group and keyword that brought the visitor.

On a website, the Google tag plus an event snippet or a Google Tag Manager tag fires when the action happens, such as a thank-you page loading or a button click. For calls, Google uses forwarding numbers to see that a call happened and how long it lasted. With that data you see which searches bring real enquiries, and conversion-based bidding has something to aim at.

A clinic on Sohna Road, a mover in Udyog Vihar or a coaching centre in Sector 29 rarely sells online; its enquiries arrive as calls, WhatsApp chats and short forms. Track only one of those and bidding learns from a slice of your leads. New to campaigns? Start with our step-by-step Google Ads campaign guide.

Which conversions should a local business track?

Track every route a customer uses to contact you, each as its own conversion action. For most local businesses that is calls from ads, calls from the website, phone-link taps, WhatsApp clicks and form submissions, plus any message assets you run.

Conversion typeHow to track itWhat to watch
Calls from ads (call assets)Call reporting on, plus a “Calls from ads” phone call conversion actionA minimum call length so hang-ups do not count; asset scheduled for hours someone answers
Calls from the website“Calls from website visits”: Google forwarding numbers replace your number for ad visitorsThe swap needs the Google tag on every page; some calls in India show a Google caller ID
Clicks on phone linksPhone call conversion for clicks on a number: event snippet and onclick, or a Tag Manager click triggerMeasures the tap, not the call; keep secondary if website calls are also tracked
WhatsApp clicksWebsite click conversion fired on links to wa.me or api.whatsapp.comA click means a chat was opened, not a message sent; compare with real chats
Form submissionsPage-load conversion on the thank-you page, or an event on successful sendNever fire on the form page itself; watch for spam
Message assets in the adThe “Leads from messages” goal, available once the asset is approvedBeta, needs Advertiser verification
GA4 key eventsImport from a linked GA4 property (arrives as secondary)Never primary when an Ads tag counts the same action

Which route to push in the ad itself is covered in our call vs lead form vs quote page guide.

How do you set up Google Ads call conversion tracking?

Turn on call reporting, then create separate phone call conversion actions for calls from ads and calls from your website, each with a minimum call length. Google forwarding numbers, which make both work, are listed as available in India, with some caller ID limits.

Google’s call assets page says you can count calls as conversions by turning on call reporting, which runs on Google forwarding numbers. New call ads cannot be created: Google’s call ads page says creation was removed in February 2026 and existing ones stop receiving impressions in February 2027, so use call assets.

  1. In Google Ads, open Goals, then Summary, and select + Create conversion action.
  2. Choose Conversions from phone calls and set the category to Phone call lead.
  3. Pick Calls from ads for calls from your call or location assets. Google’s calls from ads guide notes a default “Calls from ads” action counts calls once call reporting is on; your own action lets you set the details.
  4. Set the call length. A call counts only when it lasts longer than the minimum you set, so pick what a genuine enquiry usually takes in your own call logs.
  5. Repeat with Calls from website visits for calls to the number shown on your site.

For website calls, Google’s website call tracking page explains that dynamically generated forwarding numbers replace your business number on your site, so a call from someone who clicked your ad is tied back to that click. The conversion tracking tag must be on the site.

Is it available here? Google’s call reporting page lists India among the countries where Google forwarding numbers are available, noting that on some calls caller ID shows a Google number, not the user’s. It also says caller numbers are reported for calls over 15 seconds, except in India, so your Google Ads call log shows duration and time but not who called. Ask callers how they found you.

To test website calls, search for your ad, click it and check your number has been replaced by a forwarding number. Google says this can take up to an hour after setup; for repeat tests, delete the “gwcc” cookie first.

Track a tap on a tel: link with the “clicking a number on my website” call conversion, and track a WhatsApp button as a website click conversion. Both need a tag that fires on the click, added with an onclick snippet or a Google Tag Manager click trigger.

Google’s guide to measuring phone number clicks on a mobile website says it only tracks clicks on your phone number, not actual calls, and needs an event snippet plus a JavaScript onclick handler. Google’s page on tracking clicks on your website uses the same pattern for any button: choose the Click option instead of Page load when setting up the tag.

There is no dedicated conversion type for a WhatsApp button on your site, so treat it as a website click: create an action named, say, “WhatsApp click – website” and fire it on links that open WhatsApp, which usually start with wa.me or api.whatsapp.com.

With Google Tag Manager, no site code changes are needed:

  1. In Google Ads, copy the Conversion ID and Conversion Label from the conversion action’s tag setup, using the Google Tag Manager option. Google’s Tag Manager guide notes the label is unique per conversion action.
  2. Create a click trigger (Just Links, Some Link Clicks) where Click URL contains “wa.me”, after enabling the built-in Click URL variable.
  3. Create a Google Ads Conversion Tracking tag with the ID and label, and attach the trigger.
  4. Make sure a conversion linker is in place, unless a Google tag for your account already loads on every page, as Google explains.
  5. Use Preview, click the button, check the tag fired, then publish. Repeat for tel: links if you skip the onclick snippet.

A WhatsApp click means a chat was opened, not that a message was typed. Every few weeks, compare clicks with new chats in WhatsApp Business; if clicks run far ahead, look for accidental taps or a tag firing twice.

Message assets put a WhatsApp button inside the ad itself. Google’s message assets page says they work on Search and Performance Max, are in beta and need Advertiser verification. Its how-to page says the “Leads from Messages” conversion goal becomes available after your message asset is added and approved.

How do you track form submissions as conversions?

The simplest method is a page-load conversion on a thank-you page shown only after a successful submission. If the form shows a success message without changing page, fire on an event that counts only successful sends.

Google’s website conversion setup page describes the URL method, with a partial match such as “thank-you” or a prefix such as “confirmation/”. The thank-you page must be reachable only by submitting the form, or casual visits count as leads.

  • Thank-you page: own URL, out of menus, with a noindex tag.
  • No thank-you page: in Tag Manager, a form submission trigger with Check Validation fires only when the form is successfully sent; Wait for Tags lets slow tags fire before the next page loads.
  • Forms that submit in the background: many forms send data without a normal submit, so the standard trigger may miss them. Have your developer push a data layer event when the server confirms receipt, and fire on that.
  • Spam: bot submissions mislead bidding. Add spam protection and check leads against your inbox weekly.

If your current site makes this hard, we build landing pages with clean thank-you flows as part of website development in Gurgaon.

Primary vs secondary goals, and should you count “one” or “every”?

Make real enquiries primary so bidding learns from them, and keep supporting signals secondary for reporting only. For leads, count “One” conversion per ad click; “Every” suits purchases, where each sale adds value.

Google’s page on primary and secondary conversion actions says primary actions appear in the “Conversions” column and are used for bidding when their goal is; secondary actions are for observation only, in “All conversions”. The exception is a custom goal, whose actions are used for bidding either way.

A practical split for a local business:

  • Primary: qualified calls from ads, calls from website visits, successful form submissions and WhatsApp clicks (if your chats show they are mostly genuine).
  • Secondary: phone-link taps when you already track website calls through forwarding numbers (otherwise one enquiry may count twice), visits to a pricing or contact page, and GA4 copies of actions your Google Ads tag already records.

Conversion actions are grouped into conversion goals by category, such as Contacts or Submit lead form. Account-default goals are selected for optimisation in every new campaign, so set them once and check each campaign.

Counting is a separate setting on each action. Google’s page on conversion counting options says “Every” counts every conversion after an ad click, “One” only one per click, which suits leads. Calls from ads and website calls default to One; website actions and phone-number clicks default to Every.

Conversion actionUsual counting choiceWhy
Calls from ads / website callsOne (default)Two calls from the same person after one click are usually one enquiry
Form submissionOne (change from Every)A visitor who submits twice is still one lead
WhatsApp clickOne (change from Every)People often tap the button again to reopen the same chat
Online sale or paid bookingEveryEach payment is separate value

GA4 vs Google Ads conversion tracking: should you import GA4 key events?

Use one source as the primary count for each action. The Google Ads tag is the direct route; GA4 key events can be imported if your enquiries are already tracked in Analytics, but they arrive as secondary and must not double up with an Ads tag.

According to Google’s guide to creating Google Ads conversions from GA4 key events, you need to link Google Analytics and Google Ads, enable auto-tagging in Google Ads and be an administrator or editor of the Analytics property. Google sets imported actions to secondary to prevent counting the same event twice for bidding; you change that in Google Ads.

  • Choose GA4 as primary when forms and WhatsApp clicks are already GA4 key events and you want one set of tags.
  • Choose the Google Ads tag as primary for calls, which only Google Ads measures.
  • Never make both primary for the same enquiry, or bidding sees two leads where there was one.
  • Expect small differences: the two attribute differently, so numbers rarely match exactly; look for large gaps.

How do you test Google Ads conversion tracking, and fix it when it is not working?

Use Tag Assistant from the Troubleshoot option in your Google Ads conversion summary, trigger each conversion yourself on the live site, and check the tracking status updates. Most “not working” cases are a tag on the wrong page, a trigger that never fires or a duplicate tag.

Google’s Tag Assistant troubleshooting guide covers actions marked “Unverified”, “Tag inactive” or “Needs attention”: hover over the status, select Troubleshoot, then Connect, and trigger the conversion on your site. Google says verified actions update in about 30 minutes, showing “No recent conversions” until real ones arrive, then “Recording”.

  1. On a phone and a laptop, tap every call button, WhatsApp button and phone number, in header and footer.
  2. Submit a test form and confirm the tag fires once, not twice.
  3. After arriving from a real ad click, check the forwarding number appears on the site, then make one short and one longer test call to confirm the call length rule works.
  4. Check only one tag fires per action; Google warns a CMS plugin plus a manual tag can duplicate reporting.
  5. Check each status in Goals, Summary the next day, and note your test leads.

Still Unverified or Tag inactive? Usual causes: a tag removed in a site update, a changed thank-you URL, consent settings blocking tags, or a rebuilt button the trigger no longer matches. If ads are not showing at all, see why a Google Ads campaign is not running.

Keep a one-page list of every conversion action, its trigger, primary or secondary, and counting. It saves hours when a site change breaks something.

Frequently Asked Questions

How do I track WhatsApp clicks in Google Ads?

Create a website click conversion action in Google Ads, then fire it when someone clicks a link that opens WhatsApp, usually one starting with wa.me or api.whatsapp.com. In Google Tag Manager, use a Just Links click trigger where Click URL contains “wa.me” and a Google Ads Conversion Tracking tag with your conversion ID and label. Set counting to One, and compare clicks with real chats regularly.

Can Google Ads track phone calls from ads in India?

Yes. Google’s call reporting page lists India among the countries where Google forwarding numbers are available, so calls from call assets and calls to a number on your website can be counted as conversions. Google notes that on some calls in India, caller ID shows a Google number instead of the caller’s, and caller numbers are not reported in India, so ask callers how they found you.

Should I count one or every conversion for leads?

For leads, choose One. Google’s counting options page says One counts only one conversion per ad click, which suits lead businesses because a repeat form or second call from the same person is usually one enquiry. Every suits purchases. Website actions and phone-link clicks default to Every, so change them for your form and WhatsApp conversion actions.

Why is my Google Ads conversion tracking not working?

Check the action’s tracking status in Goals, Summary. Unverified or Tag inactive usually means the tag is missing, on the wrong page or its trigger never fires. Use the Troubleshoot option to open Tag Assistant, trigger the conversion on your site and follow the checks. Also look for duplicate tags from a plugin, a changed thank-you URL, or consent settings blocking tags.

Should I use GA4 or Google Ads conversion tracking?

Use one as the primary source for each action. The Google Ads tag is needed for calls from ads and website calls, and gives a direct click-to-lead link. GA4 key events can be imported if your enquiries are already tracked there; Google imports them as secondary to avoid double counting. Never set both as primary for the same enquiry.
