Key takeaways
- Build campaigns around trips people actually search for, such as a hill station package from your city, a pilgrimage route or an international holiday, with one ad group and one landing page per package.
- Target the cities your travellers start from, not the destinations, and keep job, course and status-check searches out with negative keywords.
- Visas, passports and electronic travel authorisations are restricted on Google Ads: only certified governments and authorised providers may advertise getting them directly.
- Show the full cost basis and the real inclusions, track calls, WhatsApp clicks and forms as conversions, and judge each package by bookings, not clicks.
Do Google Ads work for a travel agency?
Yes, when the campaign is built around specific trips rather than the words “travel agency”. Someone searching “manali tour package from delhi” or “char dham yatra package” already has a destination in mind, so a Search ad that names that trip and opens a page about it can turn the search into a call or a WhatsApp enquiry.
Travel is not a quick, one-call purchase. A family compares itineraries, checks hotels and comes back days later. So each package needs its own ad group, ad and landing page, calls should reach someone who knows that trip, and people who looked but did not enquire are worth reminding with remarketing. Visa and passport services are restricted on Google Ads, so read the policy section before writing any visa ad.
| What you want | What to set up | Where it is covered |
|---|---|---|
| Calls during office hours | Call assets scheduled to the hours your team answers | Assets section below |
| Package enquiries | One landing page per package with a short enquiry form, call and WhatsApp buttons | Landing page section below |
| Visa or passport services | Check Google’s Government documents and services policy first | Policy section below |
| Knowing what works | Calls, WhatsApp clicks and forms counted as conversions | Tracking section below |
What do travellers search for, by trip type?
Travel searches split by trip type, and each type answers different questions. A honeymoon couple wants hotel and privacy details, a pilgrimage group wants the route and the season, and an office team wants a custom quote. Give each type its own ad group, ad and page.
| Trip type | Example searches | What the ad and page should answer |
|---|---|---|
| Domestic holiday packages | “manali tour package from delhi”, “shimla manali package for couple”, “rajasthan tour package” | Nights and days, departure city, hotel category, transport type |
| Pilgrimage tours | “char dham yatra package from delhi”, “kedarnath tour package” | Route, the travel season you operate in, road or helicopter options you actually offer |
| Honeymoon packages | “goa honeymoon package”, “kashmir honeymoon package” | Hotel type, private transfers, what is included each day |
| International holidays | “dubai tour package from delhi”, “thailand tour package from india” | Whether flights are included, hotel and sightseeing details, how visa questions are handled (see the policy section) |
| Group, school and corporate trips | “corporate offsite near gurgaon”, “group tour package”, “school trip package” | Group size, custom itinerary, how a quote is prepared |
| Transport-led trips | “tempo traveller on rent in gurgaon”, “outstation cab from gurgaon” | Vehicle types, routes, how to book by call |
The most useful keywords combine three parts: a destination, a package word (“tour package”, “trip”, “holiday package”) and, where people add it, a departure city. “Manali package from Gurgaon” tells you far more than “Manali”, which also brings weather checks, road status searches and people who have already booked.
Research searches such as “places to visit in goa” show early interest, but the searcher is rarely ready to enquire. Start with package searches and widen once tracking shows which trips bring bookings.
How to run Google Ads for a travel agency, step by step
Start with a few packages you sell often, give each its own ad group and page, target your departure cities, block irrelevant searches and set up conversion tracking before you spend. Then read the search terms every week and move budget to the packages that bring enquiries.
- Pick three to five packages you sell regularly and can deliver.
- Split campaigns by trip group (domestic, pilgrimage, international) so each budget can be raised or cut by season.
- Create one ad group per package, with destination, package and departure-city keywords in phrase and exact match.
- Write ads that name the trip and add call, location and sitelink assets.
- Target the cities your travellers start from.
- Build a landing page per package with itinerary, inclusions and an enquiry form.
- Turn on conversion tracking for calls, WhatsApp clicks and forms before launch.
- Review weekly: read the search terms, add negatives and shift budget to packages that bring enquiries.
Search is the natural start because people type the trip they want. Our guide to Google Ads campaign types explains when Performance Max or Demand Gen fit later.
Negative keywords for a tour and travel business. Add these themes from day one:
- Jobs and careers: “travel agent jobs”, “tour manager salary”, “travel agency vacancy”.
- Courses: “travel and tourism course”, “how to become a travel agent”, “how to start a travel agency”.
- Status checks: “pnr status”, “visa status”, “passport status”, “flight status”.
- Free and DIY: “free itinerary pdf”, “trip planner app”, “map”.
- Services you do not sell: visa filing or passport application terms, which also keeps you clear of the restricted category below.
Our guide to negative keywords and match types shows how to build these into shared lists.
Plan for seasons without guessing numbers: hill station searches tend to rise ahead of school holidays and long weekends, and pilgrimage searches follow the yatra season. Separate campaigns let you raise the seasonal one without starving the rest.
How should a travel agency target locations and audiences?
Target where your travellers start from, not where they are going. A Gurgaon agency selling Manali trips wants people in Gurgaon, Delhi and the rest of NCR who search for a Manali package, not people who are already in Manali.
Google’s location targeting page describes two options. “Presence or interest” is broad and can reach people who have shown interest in your targeted locations as well as people physically there; Google recommends broad geo targeting on Search in general. “Presence” is for advertisers who only want people in specific locations. Choose Presence if you only serve travellers who start from your city, for example because your packages include pick-up from Gurgaon. You can also target a radius around an address (at least 1 km) and exclude locations you do not serve.
- Walk-in office agency: your city plus nearby towns where customers come from, with location assets showing your office.
- Online package seller: the states or metro cities where your departures start and where you have sold before.
- Pilgrimage or group tour operator: the regions your buses or groups actually depart from.
Audiences can sharpen this. Google’s audience segments page lists affinity, detailed demographics, in-market and your data segments as the types Search campaigns support. In-market segments reach people actively researching a purchase; your data covers past website visitors and customer lists. Google’s targeting and observation page says Observation is recommended for all Search campaigns: it does not change who sees your ads, but lets you watch how each segment performs and adjust bids.
Because travellers compare for days, remarketing on Display and YouTube can remind past visitors of the package they looked at.
Which assets and ad copy work for travel agency ads?
Use call assets for people who want to talk, location assets for walk-in customers, sitelinks to your main package types and, if you publish prices, price assets that match your pages. Write headlines that name the destination, the departure city and what is included.
| Asset | How a travel agency uses it | What Google’s help page says |
|---|---|---|
| Call assets | Your enquiry number, shown during office hours | Call assets can be limited by day and time so the number shows only when you can take calls. Google stopped new call-only ads in February 2026, so call assets now carry the phone number. |
| Location assets | Your office address for people who prefer to plan in person | Location assets use your Google Business Profile; on mobile they can show distance, city and a call button. Locations marked closed in the profile won’t show. |
| Sitelinks | Links to Honeymoon, Pilgrimage, International and Group tour pages | Sitelinks need at least 2 to show; up to 6 can show on desktop and 8 on mobile. Link text is limited to 25 characters. |
| Price assets | Package tiers or destinations, each linking to its own page | Price assets need at least 3 items, up to 8 cards, and types include Services, Locations and Events. |
Match call assets and your ad schedule to office hours: a missed call from a family ready to book is an expensive click.
Travel agency ad examples. Sample lines for a hypothetical Gurgaon agency selling a Manali package; use only what is true for your trip:
- Headline: Manali Packages from Gurgaon
- Headline: Hotel, Cab and Sightseeing Included
- Headline: Day-wise Itinerary on WhatsApp
- Headline: Family and Couple Packages
- Description: 6-day Manali trip from Delhi NCR with hotel, breakfast and a private cab. See inclusions and dates.
Leave out claims you cannot back up, such as “lowest price” or “100% confirmed”. Google’s Misrepresentation policy covers unreliable claims and offers that cannot be found on the landing page.
What Google Ads policies apply to travel agencies in India?
The Google policy pages we checked do not list a certification for travel agencies as such. The rule that matters most is the Government documents and services policy: ads for getting visas, electronic travel authorisations or passports are restricted to certified governments and authorised providers. Misrepresentation and trademark rules apply to every package ad.
Visas and passports. Google’s Government documents and services policy says only certified governments and authorised providers may run ads that promote direct acquisition of specific government documents and services. Its list of restricted categories includes electronic travel visas and authorisations (such as applying for tourism or student visas), passports (applying, renewing or paying for faster processing) and border entrance travel documents (such as passenger locator or health forms). We found no regional exclusion for India in those categories.
- Who counts as authorised: your domain must be linked from an official, publicly accessible government website that names you as authorised for that document or service. Google says business licences, business registry entries, commercial contracts and articles do not count.
- Certification: advertisers apply through Google’s form and must also complete advertiser verification. See our guide to Google Ads advertiser verification in India.
- Disclosure: Google may automatically add “Not a government website” to Search ads for these categories unless you are certified as a government provider.
- Recent change: Google’s October 2026 update notice says the tightened authorised-provider criteria are enforced from 5 October 2026.
- If you only sell packages: keep visa and passport application wording out of ads and keywords. If ads are still disapproved under this policy, the same form has an option to say you do not promote government documents and services.
Ticket resale. Google’s ticket reseller certification page covers event tickets, with examples such as sports events, theatre, concerts and virtual live events. It does not mention flight, train or bus tickets. If you sell match or concert tickets as part of a package, read that page first.
| Policy | What it means for a travel agency |
|---|---|
| Government documents and services | No ads for visa, e-visa or passport applications unless certified as an authorised provider |
| Misrepresentation: dishonest pricing practices | Clearly disclose the full cost basis: per person or per couple, twin sharing, flights included or not, taxes |
| Misrepresentation: unavailable offers | Do not advertise a package or offer that the landing page does not show |
| Misrepresentation: unacceptable business practices | Do not imply you are backed by an airline, a hotel group, a tourism board or a government body when you are not |
| Trademarks | Google may restrict a trademark in ad text after the owner complains; using trademarks as keywords is not restricted. A reseller must make clear it is a reseller |
What should each package landing page show?
Each ad should open a page about that exact package: a heading that repeats the ad, a day-wise itinerary, clear inclusions and exclusions, and a quick way to call, WhatsApp or send an enquiry. Sending every ad to the home page makes people search again, and many simply go back to Google.
- Heading that matches the ad: “Manali Package from Gurgaon” if that is what the ad said.
- Day-wise itinerary: where the group stays each night and what happens each day.
- Inclusions and exclusions: hotel category, meals, transport, sightseeing, flights or trains, taxes.
- Cost basis, if you show prices: per person or per couple, room sharing, dates it applies to.
- Terms: booking amount, cancellation and changes, in plain words.
- Who you are: your real office address and phone number.
- Contact options: call and WhatsApp buttons and a short form for destination, dates, travellers and departure city.
If your site has no package pages, we build mobile-first, fast-loading ad landing pages with WhatsApp and call buttons as part of our website development in Gurgaon work.
Lead form assets. Google’s lead form assets page says lead forms let people send their details inside the ad, in Search and Performance Max campaigns. The account needs a good policy compliance history, an eligible vertical and a privacy policy link, and the campaign should use a conversion-focused bid strategy. Leads are kept for 60 days and the CSV download covers the last 30, so use email notifications or a webhook and call back quickly. Test a lead form alongside your package page rather than instead of it.
How do you track enquiries and bookings from travel ads?
Count calls, WhatsApp clicks and form submissions as conversions in Google Ads, then record which enquiries became bookings. Clicks tell you nothing about whether a package sells.
Google’s call reporting page lists India among the countries where Google forwarding numbers are available, with a note that on some calls caller ID shows a Google number rather than the caller’s. Forwarding numbers let calls from call assets and from your website count as conversions. Google’s page even uses a travel agent as its example of counting only calls that last long enough to be a real conversation, which suits package enquiries well.
- Calls from ads and from the website, counted above a minimum call length you choose.
- WhatsApp clicks, a common enquiry route for travel.
- Form submissions and lead forms, each as its own conversion action.
- Bookings, in a simple sheet or CRM that records the package and campaign behind each one.
Our conversion tracking guide covers the setup for each of these step by step.
Review each package monthly: enquiries, cost per enquiry and bookings. A package with fewer, better enquiries can be worth more than one that fills the inbox with people asking only for the lowest quote.

Frequently Asked Questions
How do you run Google Ads for a travel agency?
Start with a few packages you sell often. Give each its own ad group with destination and package keywords, write ads that name the trip and departure city, and send each ad to a page about that package. Target the cities your travellers start from, add negatives for jobs and courses, track calls and WhatsApp clicks, and review search terms every week.
Can a travel agency advertise visa services on Google Ads?
Only in a narrow case. Google’s Government documents and services policy restricts ads that promote getting visas, electronic travel authorisations and passports to certified governments and authorised providers. An authorised provider’s website must be linked from an official government site that names it as authorised. Business licences do not count. Agencies without that authorisation should keep visa application wording out of their ads.
Do travel agents need Google certification to run ads?
Not for ordinary tour packages, as far as Google’s policy pages show. Certification is needed for restricted categories such as visa and passport services under the Government documents and services policy, and for reselling event tickets. Google is gradually requiring advertiser verification from all advertisers, and package ads must follow the Misrepresentation and trademark policies.
Should travel agency ads show package prices?
You can, but the price must reflect the real cost basis. Google’s Misrepresentation policy covers pricing that does not clearly disclose the full expense or payment model. State whether the price is per person or per couple, the room sharing basis, which dates it applies to and whether flights and taxes are included. Keep the ad, any price assets and the landing page in line.
Which locations should a travel agency target in Google Ads?
Target the cities and regions your travellers start from, not the destinations you sell. A Gurgaon agency selling hill station trips should target Gurgaon, Delhi and nearby NCR towns. Use the Presence option if you only serve people based in those places, add a radius around your office for walk-in customers, and exclude areas you do not serve.
